"These developments seriously threaten peace, security and stability in the region and the world", the Asean envoys said in a separate statement.

"Owing to China's traditional economic ties with North Korea, it will mainly be China paying the price for implementing the resolution", the statement cited Wang as saying.

"The leaders committed to fully implement all relevant resolutions and to urge the global community to do so as well", the statement added.

On Saturday, ASEAN foreign ministers adopted a separate joint statement on the situation in the Korean Peninsula, with its provisions being included into the final joint communique. China alone is responsible for 90 percent of North Korea's trade, and Russian Federation like China employs North Koreans as contract workers, whose salaries mostly go directly to their government.

The two were reported to have shaken hands at an official dinner event held by the ASEAN (Association of Southeast Asian Nations).

But North Korea is not in a conciliatory mood. "We must be tough & decisive!", Trump wrote in a post on Twitter.

Earlier, U.S. Secretary of State Rex Tillerson said new United Nations sanctions targeting North Korea are a "very good outcome".

The two sides will mainly discuss how to strengthen their missile defense capabilities following North Korea's firing of two intercontinental ballistic missiles last month.

Cayetano said any instability in the region is "bad" and "wrong".

In this regard, South Korea saw a possible move that might alleviate tensions by proposing dialogues with #North Korea.

China "hopes North Korea can echo this signal from the United States", Wang added. "Very happy and impressed with 15-0 United Nations vote on North Korea sanctions".

Armed with extraordinary new U.N. sanctions, nations are racing to ensure that North Korea's biggest trading partners actually carry them out.

The success or failure of the latest resolution will rest with China, which accounts for 90 percent of all trade with North Korea.

Pyongyang's top envoy has so far avoided the media in Manila.

North Korea has launched more than a dozen test missiles this year.

"If in one way, I'm using the decision and we're getting nowhere, versus not using the decision and using other means, other documents, other historical documents, but we're making progress - [do] you want to go back?" said Cayetano.
