California Governor Agrees To Immigrant Protections

Entitled the "California Values Act", the final version passed the Democratic-controlled Senate by a vote of 27-11.

SB 54 would limit state and local law enforcement agencies from communication with federal immigration authorities, and prevent all state and local police forces from questioning and holding people on immigration violations. It also prohibits law enforcement officials from being deputized as immigration agents or arresting people on civil immigration warrants. But they'll be barred from transferring immigrants to federal authorities if their rap sheet includes only minor offenses.

The measure would ban police from asking for the immigration status of people who have been arrested.

Senate President Pro Tem Kevin de Leon, D-Los Angeles, introduced SB54 shortly after Trump's election to cut off most interactions between federal immigration agents and local police and sheriff's officers.

Passage of what has been called a "sanctuary state" bill comes amid President Trump's focus on increasing deportations and limiting future immigration.

In arguing against the measure, Republicans in the Assembly invoked the 2015 shooting of Kate Steinle by an undocumented immigrant in San Francisco, arguing that sanctuary protections make communities less safe.

The bill faced some opposition, including from the California State Sheriffs' Association.

The exceptions created in the compromise earlier in the week were also not enough to win support from the California State Sheriffs' Association.

Brown has backed the bill and is expected to sign it into law, despite the Trump Administration rejection of sanctuary cities and states. Attorney General Jeff Sessions has threatened to withhold certain federal grants from jurisdictions that refuse to honor immigration detention requests or give ICE agents access to local jails.

But Republicans warned their colleagues that the legislation was unsafe and unnecessary, making it harder to deport criminals.
