U.N. Ambassador Nikki Haley told reporters on Friday that North Korea has been "strangled" by sanctions and that, while it is important to pursue diplomatic options, military options remain squarely on the table if sanctions are not effective.

Since President Trump threatened North Korea with "fire and fury" in August, the North has conducted its most powerful nuclear test, threatened to send missiles into the waters around the U.S. Pacific island territory of Guam and launched two missiles of increasing range over Japan.

"After seeing your capabilities and commitment here today, I am more confident than ever that our options in addressing this threat are both effective and overwhelming", Trump said inside an airplane hanger, surrounded by USA airmen and with a looming stealth bomber positioned behind him.

"For those who have been commenting about the lack of a military option, well, there is a military option".

McMaster stressed Friday that the U.S.is still trying to resolve the conflict diplomaticcaly. Haley said 120 countries had agreed to attend the meeting, at which Trump will propose a "massive reform package" that will make the United Nations. Just four days earlier, it had unanimously approved new sanctions on Pyongyang for its sixth and most powerful nuclear test on September 3. "It's not what we'd prefer to do".

The increasing levels of sanctions are expected to cut off 90 percent of North Korea's trade.

Experts have long questioned if the USA could indeed attack North Korea, given its ability to cause massive casualties south of the border.

Trump has repeatedly voiced skepticism of global organizations such as the United Nations, and member nations may be looking for signs of change since the recent departures of White House nationalist advocates such as chief strategist Steve Bannon.

"I personally think he slaps the right people, he hugs the right people and he comes out with the USA being very strong in the end", Haley said.

Earlier, Melania Trump tried her hand at paper airplanes during a visit with students at an afterschool program at the Joint Base Andrews Youth Center.
