In a recent review of Iran's compliance of the deal, the White House found the country to have met the requirements, yet Trump insisted on scrapping the deal, stating it was no longer in the US' security interests. If Trump refuses to certify, Congress will have 60 days to decide whether to re-impose USA sanctions on Iran.

Angry at the options he was presented with last July when he reluctantly agreed to certify to Congress that Iran was in compliance with the 2015 nuclear deal (the JCPOA), President Trump demanded another option for his next certification decision due by October 15.

Trump, who pledged during his campaign to rip up the Iran deal, has recertified it twice since taking office in January and hates having to do so.

"We did it out of weakness when actually, we have great strength", said Trump.

European allies have complained that the White House has not presented a plan on how to push back Iranian influence, particularly in Syria, where the Trump administration has insisted it did not want to get involved in the civil war, preferring to focus exclusively on fighting the Islamic State.

Daniel Kurtzer, a former US ambassador to Israel who is now a professor at Princeton University, said the political pressure could be intense.

"I expect President Trump will not certify it", said Elizabeth Rosenberg, an Iran expert at the Center for a New American Security, a progressive think tank.

Joining them were ambassadors to the United States from France, Germany and Britain - three European nations that also were parties to the multilateral agreement and have urged the United States not to abandon the deal so arduously negotiated.

A Twitter feud that erupted this week between Trump and Corker could complicate the efforts by the influential Republican to broker a deal that would likely require both Democratic and Republican support. With the threat of restoring those old sanctions and imposing new ones - as well as the threat of military force - the US hopes to have new leverage and get Iran to accept changes to the deal. Yet Iran's semi-official Fars News Agency reported Wednesday that the country's foreign minister said Tehran "will never" renegotiate the deal.

In this environment, many Democrats believe working on the periphery of the deal could be the congressional equivalent of destroying the village to save it.

Making this worse, IAEA Director Amano made a stunning revelation in a late September Reuters interview that the IAEA is unable to verify Iran is implementing the JCPOA because it does not have the means to ensure that Tehran has not engaged in activities that "could contribute to the development of a nuclear explosive device".
