United Kingdom race relations: Major report on inequality set to be published

Another worrying sign is that white teenagers are much more likely to take up smoking - nearly a tenth of white or mixed-race 15-year-olds smoke regularly while only one in 40 black or Asian teens do.

The audit covers areas including health, education, employment, and crime.

Specifically, white youngsters were four times more likely to smoke than black youths, but Black Caribbean pupils are being permanently excluded from school three times as often as White British pupils.

Figures from the audit collated on a new Ethnicity Facts and Figures website showed that while state-educated white Britons had the lowest rate for going to university, they were also less likely to be unemployed than ethnic minorities and were more likely to own their own home.

Indians were half as likely to be stopped and searched by the police than their Pakistani counterparts, according to the latest figures from 2014, while levels of confidence in the police were among the highest across the board, including among those who identified as white British.

■ Of all applicants shortlisted for NHS jobs in England, white candidates were more likely to be appointed - some 18 per cent of whites shortlisted got the job compared with 11 per cent of ethnic minorities.

One of the areas where white people are apparently doing worse than other races is mental health - one in seven white Brits has been forced to seek mental health treatment, twice as many as other ethnic groups.

However, the Department for Digital, Culture, Media & Sport - which carried out the survey - warned that the reliability of the data could be affected by small numbers of respondents from black, mixed and other ethnic backgrounds.

The findings show that the unemployment rate for Black, Asian and Minority Ethnic (BAME) people (8 percent) is almost double that of white British adults (4.6 percent).

"High arrest rates among ethnic minorities partly reflect discriminatory police practices", she told The Independent.

■ Households of Bangladeshi, Pakistani, black, mixed and other backgrounds were more likely to receive income-related benefits and tax credits than those in other ethnic groups.

"The reason there are racist disparities is there's this prevalent perception that black people are more criminal".

Asian, black and other ethnic groups were disproportionately likely to be on a low income, with nearly half of households in the bottom 40 per cent nationally before housing costs were taken into account. In many areas the gap is closing and in some areas ethnic groups outperform.

And white people are significantly more likely to struggle with suicidal thoughts, with 21.6 per cent saying they have considered killing themselves compared to just 13.1 per cent of Asians. White British adults were more likely to have suicidal thoughts, however. Its aim is to challenge society to "explain or change" the racial inequalities it unearths.

The Equality and Human Rights Commission meanwhile called for a "comprehensive and coherent race equality strategy" from the Government.

That's not just for government, it's for society as a whole'.

On Tuesday, Mrs May will say the government and institutions must "explain or change" the differences.

Labour's equalities spokeswoman Dawn Butler said that Mrs May had written to then Prime Minister David Cameron in 2010 warning of the risk that austerity would disproportionately hit minorities.
