BONN, Germany, Nov 13 (Reuters) - World carbon emissions are set to rise 2 percent this year to a new record, scientists said on Monday, dashing hopes that global emissions had already peaked.

Global emissions from all human activities will reach 41 billion tonnes in 2017, following a projected two per cent rise in burning fossil fuels, according to the report.

"It is clear who the leaders are here: in the face of USA inaction, China and India are stepping up", said Bill Hare of Climate Analytics, one of the research groups.

Taken together, the projections for 2017 reinforce the notion that the world has far to go before it solves the climate problem, says Glen Peters, a climate-policy researcher at the Center for International Climate and Environmental Research in Oslo and a co-author of the Global Carbon Project's 2017 analysis.

The research comes as negotiators at United Nations climate talks in Bonn, Germany, work on a rulebook for implementing the Paris climate agreement.

'This year we have seen how climate change can amplify the impacts of hurricanes, ' said the lead scientist.

"Chinese energy statistics have been plagued by many inconsistencies, particularly when projecting emissions for the current year", said Korsbakken.

"This year many local governments reverted to the old playbook of using infrastructure and construction projects to create demand and prop up local economies", said Lauri Myllyvirta, Greenpeace climate and energy campaigner. The unexpected spike would end a three-year period in which emissions remained flat despite a growing global economy.

China, the top greenhouse gas emitter ahead of the United States, accounts for nearly 30 percent of world emissions.

Increases in coal use in China and the USA are expected this year, reversing their decreases since 2013, it added.

Yang Fuqiang, senior adviser for the NRDC China Program, said the eventual carbon emissions of 2017 could be lower than forecast, as authorities have put on a large-scale production curb on industries such as steel and cement to combat air pollution during winter months.

India, meanwhile, posted its smallest annual emissions increase since 2000. And emissions growth in India is set to slow, rising by just 2% this year compared to an average of 6% per year over the past decade. Read the original here.
