The account from the anonymous whistleblower is detailed in a new letter from the top Democrat on the House Oversight and Government Reform Committee to his Republican counterpart asking that the panel subpoena Flynn, Copson, the White House and others involved in the alleged plan.
The letter was written to the new Oversight Committee chair, Republican Rep. Trey Gowdy of SC.
"Mike has been putting everything in place for us", Copson reportedly told the whistleblower. He also lied when he said he did not recall a follow-up conversation with the ambassador, who said that "Russia had chosen to moderate its response to those sanctions as a result of Flynn's request".
Flynn pleaded guilty last week to lying to the Federal Bureau of Investigation about the nature of his conversations with former Russian ambassador Sergei Kislyak.
As the whistleblower chatted with Flynn's associate during an Inauguration Day celebration on January 20, Flynn sent texts saying the associate's nuclear proposal was "good to go", the whistleblower said.
"I believe the American people want Congress to hold President Trump and his administration accountable", Cummings wrote, "and they are exhausted of Republicans in Congress putting their heads in the sand when faced with credible allegations of grave abuses". Copson was working with Flynn to promote a joint project with Russian Federation to build nuclear reactors in the Middle East.
"If you have evidence of a crime, you should provide it to the special counsel immediately", Mr Gowdy wrote.
"Your letter seems to resort to desperate and baseless jurisdictional excuses to avoid conducting oversight in an apparent attempt to protect President Trump and his Administration", Cummings said while pointing out "inaccuracies" in Gowdy' letter.
Mr Cummings wrote that Mr Mueller's team asked lawmakers to hold off on a public release of this information until certain investigative steps were taken.
The whistleblower also said that Copson intimated that US financial sanctions hobbling the nuclear project were going to be "ripped up".
Cummings said he had found the unnamed informant to be "authentic, credible and reliable", and offered to produce the person for Gowdy.
"I do not bring this whistle-blower to your attention lightly", Cummings said.
The witness did not specify which sanctions Flynn was referring to in his texts. Copson is the managing director of ACU Strategic Partners, a Washington-based company that Flynn said he advised from April 2015 through June 2016, according to a financial disclosure he filed this August. "But the exceptionally troubling allegations in this case - combined with ongoing obstruction from the White House and others - have made this step necessary".
Mr. Copson quickly showed the whistleblower his phone with the text message.
As part of his plea deal with Special Counsel Robert Mueller, who is investigating alleged collusion between Russian Federation and the Trump campaign, Flynn agreed to be a cooperative witness in exchange for avoiding prosecution on other charges that might be related to his involvement with Russian Federation during the campaign, the presidential transition and his brief stint as national security adviser.
"Congress doesn't investigate a crime, and I've had that conversation with Mr. Cummings, and we had it privately", he added.
