Federal Bureau of Investigation arrests 70yo who made ricin & tested it on her neighbors

A 70-year-old woman was arrested Thursday after the Federal Bureau of Investigation said she was making poison that is considered a weapon of mass destruction in her retirement home residence and attempting to infect other residents.

Miller allegedly admitted to investigators she put ricin in food and beverages of other residents because "her goal was to injure herself, but she wanted to test the effectiveness of the ricin on others".

FBI investigators say she used instructions printed from the Internet to make ricin, an extremely toxic poison, out of castor beans picked from a garden at Wake Robin. "She stated that she manufactured ricin in the kitchen of her Wake Robin residence and, to test its potency, placed the ricin in the food or beverages of other residents". However, the Health Department said Friday that no one is now ill with ricin poisoning. She could be charged with unregistered possession of ricin and if convicted could face up to five years in prison, according to federal law enforcement authorities.

A handcuffed Miller, 70, made her first appearance in federal court Friday. The deadly ricin was found Tuesday afternoon in her apartment, LOCAL 22 & LOCAL 44 reported.

Patrick McKee, President & CEO of Wake Robin, issued this statement Friday: "Earlier this week Wake Robin was made aware of a potentially toxic substance in a resident's apartment".

A team made of members from the state's Hazardous Material Response Team and the Vermont National Guard's 15th Civil Support Team went into Miller's residence at Wake Robin to look for suspicious powders and test for ricin.

The next hearing date was set for 11 a.m. on December 6 to determine probable cause for the charge against Miller and to review whether she will remain in custody while she awaits a trial.

She is now in custody and will return to court on Wednesday.

Safety personnel from several agencies, including the FBI, Vermont Department of Health, Vermont State Police and Shelburne Police and Fire Departments were involved in the investigation.

Ricin is found naturally in castor beans that can be treated to form a powder that can be inhaled or ingested.

When agents raided her home they found bottles labeled "Ricin" and "Castor beans" among other paraphernalia needed to make the poison.

Vermont Health Commissioner Dr. Mark Levine and other Health Department staff met with Wake Robin residents, staff and administrators at a large group meeting on Tuesday, Truman said.

The Health Department said they became aware on Friday of one person who most likely fell ill with ricin poisoning but said no one is now sick. This was someone other than Miller who also is a Wake Robin resident but who is recovering from apparent mild exposure. Larger doses can result in vomiting, bloody diarrhea, severe dehydration, and death.
