Democratic leaders in Congress skipped a meeting with President Donald Trump on Tuesday that was to have focused on the budget, raising the risk of a government shutdown next month with both sides far apart on the terms of an agreement. "If the president, who already said earlier this year that 'our country needs a good shutdown, ' isn't interested in addressing the hard year end agenda, we'll work with those Republicans who are, as we did in April", the top Democrats said.

"I will only tell you that we will take care of it, Trump said at the White House".

The acrimonious back-and-forth between Mr. Trump and the Democratic leaders began, as has become customary, with a presidential tweet.

Despite Schumer and Pelosi's absence, Trump seemed optimistic that the GOP's disaster of a tax reform bill will pass the Senate vote later this week. But on Tuesday, the alliance with "Chuck and Nancy" was no more. Republicans are seeking extra funding for defence spending. But to do so, party leaders need to come to a deal to lift strict caps on spending that were imposed in 2011.

But the biggest deadline is December 8, when the current government funding bill expires. Now in control of all three levers, Republicans would suffer even more from a shutdown, Democrats said. "So they're not showing up for the meeting".

With few other levers of power, Democrats are under pressure from their core voters to extract as many concessions as they can.

Democrats also want money for a children's health program that serves over 8 million low-income children.
