Under Secretary for Public Diplomacy and Public Affairs Steve Goldstein said that, while the U.S. remains committed to ridding Korea of nuclear weapons, the talks could be positive.

During the campaign, Moon advocated for greater engagement with Pyongyang to reduce tensions, and as leader he has had to walk a delicate line between North Korea and the US. -North Korea talks "at the appropriate time, under the right circumstances".

Trump and Kim have traded bellicose rhetoric and crude insults over the previous year, as North Korea has accelerated weapons tests and appears on the cusp of having a nuclear-tipped missile that could strike the USA mainland.

"All our state-of-the-art strategic weapons like atomic bombs, hydrogen bombs and intercontinental ballistic rockets are completely targeting the United States".

The North and South Korea started high-level talks on Tuesday at the truce village of Panmunjom that straddles the heavily guarded border between the two neighbours.

President Trump deserves "big credit" for kicking off the first talks between Pyongyang and Seoul in more than two years, South Korean President Moon Jae-in said Wednesday.

Despite boycotting in 1988 and seeing no athletes qualifying for the Sochi Winter Olympics in Russia, North Korea had a presence at the Asian Games in Incheon, South Korea, in 2014 and were also present at the 2016 Rio Olympics, finishing 34th in the medal table. But some fear Mr. Moon is now too eager to ease the standoff on the peninsula.

On November 29, the North Korean leader said that his country had achieved full nuclear statehood after what he said was the successful test of a new missile capable of striking anywhere in the United States.

The accords, reached at the rivals' first meeting in about two years, were widely viewed as a positive step following a year of escalating tension over Kim's advancing nuclear and missile programs.

"Talks are vital. but it has to occur with the conditions that we outlined", said Goldstein.

North Korea responded "positively" to the South's proposal for athletes from both sides to march together in the opening ceremony of the Winter Olympics, Seoul said.

Mr. Mattis sought to ease concerns among USA allies in the region. "South Korea has no plans to ease our unilateral sanctions against North Korea that are in place in addition to worldwide sanctions for now".

Reuters notes that Trump's alleged remarks were reported only via South Korea's post-call readout.

"Now the International Olympic Committee is waiting for the official reports and the official proposals from the Tuesday meeting. I like it very much what I am seeing", Trump told reporters at the White House on Wednesday.

"We've seen occasions where North Korea instead of coming to a meeting with a productive sense, they come in with a disruptive sense where it's more theatrical than it is productive", he added.
