A second USA judge on Tuesday blocked President Donald Trump's decision to end a programme that protects immigrants brought to the United States illegally as children from deportation. If Congress doesn't come up with an agreement to preserve the program, the administration has said, it doesn't expect to extend the March 5 deadline for DACA protections to expire.

Some 690,000 Dreamers registered under the DACA program, and 1.1 million others were eligible but did not sign up.

Garaufis' ruling follows a similar injunction from San Francisco federal judge William Alsup in January.

A federal judge in NY has ruled US President Donald Trump's administration didn't offer "legally adequate reasons" for ending the DACA programme. Seventeen Democratic state attorneys general brought the case challenging the administration's termination of DACA.

"Today's court ruling out of the district court in Brooklyn shows that courts from coast to coast have sent a single clear message to President Trump: The way that he terminated DACA was not just immoral, it was unlawful", said Karen Tumlin, legal director at the National Immigration Law Center.

Last month, Trump introduced a proposal that would put all 1.8 million young immigrants in question on a pathway to citizenship, in exchange for stiff cutbacks on overall immigration and funding for a massive wall on the U.S. border with Mexico.

Judge Nicholas G. Garaufis said the administration does have the power to revoke DACA, but it must give a sound reason for doing so - and the Homeland Security Department's September 2017 rationale fell far short of what is required in that regard.

The legal battle over DACA complicates a debate now underway in Congress on whether to change the nation's immigration laws.

Roughly seven months into his term, Trump called for the program's end saying it was unconstitutionally established by President Barack Obama in 2012. "Because that conclusion was erroneous, the decision to end the DACA program can not stand".

The Justice Department said it maintains that the administration acted "within its lawful authority" in deciding to end DACA and will "vigorously defend this position".
