The Joker origin movie will be set outside of the DC Extended Universe.
The Joker origin story standalone movie is moving ahead at DC and Warner Bros. with Joaquin Phoenix as the top choice for the lead role... He's one of Mark Hamill's two most famous, beloved, and long-running characters, he's been played by Oscar victor Jack Nicholson, and Heath Ledger posthumously won an Oscar for playing him.
The latest juicy tidbit comes out of Variety, which reports that Phoenix is director Todd Phillips' first choice for the role of the Joker, and that after some talks, Phoenix has tenatively agreed to star in the film as the Clown Prince of Crime. Currently, the team is awaiting Warner Bros.' official confirmation before commencing studio negotiation.
Insiders stress that Jared Leto, who starred in "Suicide Squad" as the Joker is still on board as the character in the DC universe and that this Phoenix has no effect on what happens with Leto's character in future DC films.

He was also in talks for Disney-Marvel's "Doctor Strange", but passed on that as well.
And while Phoenix has turned down several other comic book cinematic roles including Lex Luthor in "Batman v Superman: Dawn of Justice", according to Variety, it would seem that he is keen to experiment with the Joker's character.
Previously, Leonardo DiCaprio was rumored to circle the project, however it is not too surprising to see that things are shifting to Phoenix's direction.
Phoenix now stars in the 2018 flick "Don't Worry, He Won't Get Far on Foot".
