The Republican-led Congress on Thursday was rounding up support for a bipartisan budget bill that would put the government on track for annual deficits topping $1 trillion, a gap last seen toward the end of Obama's first term. Senate Majority Leader Mitch McConnell did not allow for the amendment to be added, triggering the short shutdown.

The White House kept its distance from the quarreling on Capitol Hill.

Importantly, Ryan said, a two-year budget deal will enable Congress to "step off this carousel of short-term funding bills" and focus on other issues.
