The Republican memo portrayed the Russian Federation investigation as a product of political bias at the FBI and Justice Department against Mr Trump.

The GOP memo attempts to make the case that surveillance warrants under the Foreign Intelligence Surveillance Act (FISA) were authorized against former Trump campaign official Carter Page because of an unverified and politicized dossier about Donald Trump's alleged connections to Russian Federation, authored by former British spy Christopher Steele.

In a statement, Mr Nunes said: "It's no surprise that these agencies recommended against publishing the memo without redactions".

On Friday evening, the White House sent a letter to the committee saying the president was "unable" to declassify the Democrats' memo because it first must be revised to address Federal Bureau of Investigation and Justice officials' objections about its "classified" and "sensitive" information. But, late last night, President Trump announced that he would not release the Democratic memo until changes were made, citing national security issues with the document. The Democrats' memo is a rebuttal to the GOP memo about surveillance of a former Trump campaign official is expected to be released soon.

According to White House Principal Deputy Press Secretary Raj Shah, the president consulted the Director of National Intelligence and the Justice Department to "assess the declassification request and provide him recommendations".

Rep. Adam Schiff (D-CA) pulled no punches on Trump as he characterized the president's decision as the hypocritical act of a man who places his own personal interests above national security.
