California rejects Trump's request for National Guard troops on border

Reports began emerging Monday afternoon that California had rejected initial federal government plans for what National Guard troops - sent under the president's direction, and in coordination with the governor - would be doing in California.

Two officials have told The Associated Press that California has rejected terms of the federal government's initial plans for sending National Guard troops to the border because the work is considered too closely tied to immigration.

So it came as somewhat of a surprise last week when Trump took to Twitter to praise Brown - for agreeing to send National Guard troops to the border, as Trump had requested.

USA media reported on Monday that the Trump administration had rejected Brown's terms for the deployment of his National Guard members. Trump said Tuesday that Brown's offer was a waste of time if the troops are not permitted to help with immigration enforcement. Last Week, Brown became the fourth to accept National Guard troops - but was very specific about not wanting them to patrol communities and enforce federal immigration law. "Much wanted Wall in San Diego already started!"

Acting U.S. Customs and Border Protection Deputy Commissioner Ronald D. Vitiello says troops that work at border crossings will perform cargo inspections that are not viewable by the general public.

Mattis authorized the use of Title 32 duty status and DoD funds for up to 4,000 National Guard personnel to support DHS's southern border security mission while under the command and control of their respective governors through September 30.

De Leon called Trump's call for troops at the border a "manufactured crisis", and said, "We are not experiencing an inordinate influx of immigrants, as officials in the Trump Administration have claimed, citing a caravan of immigrants coming from Central America". "The next step is for the federal government to respond by signing the [deal]".

While noting that the number changes daily, Hokanson said his latest figures show more than 900 troops have deployed for the mission: 250 in Arizona, just over 60 in New Mexico, and around 650 in Texas. The other border-state governors have all embraced Trump's plans, with Arizona, New Mexico, and Texas pledging nearly half of the up to 4,000 troops Trump requested.

But the Democratic Brown conditioned his support by insisting that California's troops have nothing to do with immigration enforcement.

"To be clear, border security is and will remain a civilian law enforcement responsibility; the National Guard will serve in a support capacity and not be directly involved in border patrol", he added.

CBP's Vitiello said the planned mission "will continue" without the California National Guard.

The Arizona National Guard said last week that its troops will provide air and ground support.

"This is a finite resource, so I can't tell these guys we are going to be working together for the next 10 years; it really depends on what investments that are made to help us achieve what we have been asked to do", Vitiello said. According to the three officials, there are not yet any troops on the southern border in California.

While California may not participate in the current "level one" operation, Vitiello explained that the state may be interested in subsequent levels.
