Downing presented similar claims in Manafort's civil lawsuit against Mueller and Rosenstein, aiming to convince Jackson to decide that Rosenstein's order naming Mueller was overly broad and violated Justice Department rules on special counsel appointments.

"We'll not be having this on the floor of the Senate", Senate Majority Leader Mitch McConnell said on Fox News Tuesday.

During a CNN interview on Wednesday afternoon, Rep. Chris Stewart (R-UT) used an obsolete talking point to downplay President Trump's interest in firing Special Counsel Robert Mueller.

Several thousand people in Portland have signed up to protest if special counsel Robert Mueller is fired amid his investigation into Russian meddling in the 2016 presidential election.

That assurance appeared to quell the possibility that Trump could move to dismiss either Rosenstein or Mueller. The answer isn't very clear.

Rosenstein also undercut the argument that there's great urgency to release the Comey memos, noting that several top House officials (including Nunes and Gowdy) were already allowed to review the memos in a secure Justice Department facility a year ago.

It is then up to Rosenstein whether or not to include the information in the special counsel's probe or refer it elsewhere.

Earlier Thursday, Bloomberg reported that Rosenstein told Trump that he was not being targeted in the wider Mueller probe.

The answer is clear as mud.

Even a press conference on Syria turned into talks of firing Mueller.

It's unclear whether Trump ever was a target.

She added: "We do have some real concerns with some of the activities and some of the scope that the investigation has gone". And so, that's the reason why you see this answer being rerun constantly on 24-hour cable.

Mueller is investigating alleged Russian interference in the 2016 USA presidential election and possible collusion with the Trump campaign.

"The Special Counsel can not choose the provisions of the regulations he likes and ignore the others", Downing wrote.

Though Rosenstein testified before Congress and told lawmakers he believed Mueller conducted himself consistently within the scope of the investigation, those remarks simply don't match up with the "scope of permissible original jurisdiction", the motion states. It can thwart the current effort. Republicans, like Arizona Sen.

But members of his administration, including Attorney General Jeff Sessions, have declined to answer questions from lawmakers on the grounds that they are preserving the president's right to invoke executive privilege in the future. "And we've got to get again to enterprise".
